[blfs-support] Cups 2.2.8 bug and patch

Greetings all;
Cups 2.2.8 has a bug with desktop managers (Gnome and KDE confirmed,
not sure about others), which causes it to get stuck in a
cpu-intensive loop, and in the case of plasma, causes plasma as well
to use all available cores at 50%+.

I noticed that about a week ago, but my thought was that cups-browsed
was causing it. I'll take a look at it.
