[blfs-support] frei0r-plugins-1.6.1 with opencv-3.4.3 needs to be patched to successfully build

With the newer versions of opencv frei0r-plugins-1.6.1 now needs to be patched. The upstream provider of frei0r-plugins provided the below as a git commit, but it could well be added via seds, as
I was not able to locate a downloadable version of the patch:
